Alau Dam Collapse: Lessons for Dam Safety Monitoring in Nigeria

The 2024 Maiduguri flood displaced at least 400,000 people. Here's how satellites and dam-break models can stop the next one from becoming a disaster.

On 10 September 2024, the Alau Dam near Maiduguri failed after heavy rains. Floodwater swept through large parts of the city, and NEMA reported at least 30 deaths and at least 400,000 people displaced. OCHA recorded 38 deaths, and residents believe the true toll was higher.

Why dam failures catch cities off guard - No public inundation maps. Most residents downstream of Nigerian dams don't know whether their homes lie in a dam-break flood path. - Sparse monitoring. Reservoir levels, seepage and embankment movement are often measured manually, if at all. - Slow communication. Warnings to evacuate, where they exist, travel through informal channels.

What modern monitoring looks like ### Reservoir levels from space Satellite altimetry and water-extent mapping from Sentinel-1 and Sentinel-2 show how full a reservoir is, even where gauges are missing.

Embankment movement with InSAR Radar interferometry detects millimetre-scale deformation in dam walls and abutments, an early sign of instability.

Dam-break inundation modelling Hydraulic models on high-resolution terrain show where water would go and how fast if a dam overtops or breaches. Those maps become evacuation zones.

A practical programme for states and basin authorities 1. Inventory every dam with its condition, capacity and downstream population. 2. Produce dam-break inundation maps for high-hazard dams. 3. Set rainfall and reservoir-level triggers for spillway action and public warnings. 4. Pre-register downstream households on SMS and WhatsApp alert lists using digital postcodes.

StrikeClimate delivers dam-risk dashboards that combine satellite monitoring with inundation modelling, so authorities can act days, not minutes, before a failure.
